Facing an alarming increase in gang-related violence, haitian officials have declared a three-month state of emergency covering vital regions such as the West, Center, and Artibonite departments. The Artibonite region-known as HaitiS primary rice-producing area-has experienced a sharp rise in violent clashes involving armed factions over recent months.

This extraordinary step aims not onyl to curb insecurity but also to mitigate severe disruptions affecting agriculture and food distribution caused by ongoing unrest. Authorities stressed that widespread violence is severely impacting daily life for citizens and critical economic activities, demanding comprehensive deployment of government resources.

Historical Context: Enduring Instability Amid Political Turmoil

Haiti’s prolonged crisis stems from entrenched conflicts among powerful gangs often linked with political elites and business interests vying for control over territories. The situation worsened dramatically after President Jovenel moise was assassinated in July 2021, creating a leadership vacuum that intensified lawlessness nationwide.

The humanitarian toll remains devastating: recent figures indicate that nearly 1.4 million haitians have been displaced internally due to rising violence. Furthermore, close to 5,200 deaths were reported between October 2024 and June 2025 alone-a stark indicator of the ongoing crisis’ magnitude.

Expansion of Gang Influence Beyond Capital City Limits

Although Port-au-Prince remains heavily affected-with estimates suggesting gangs dominate up to 90% of its neighborhoods-the spread into other provinces is increasingly concerning. As an example, more than 1,100 fatalities alongside over 650 kidnappings were documented within Artibonite and Center departments during this timeframe.

“In April alone, dozens risked crossing Haiti’s longest river by foot or swimming,” illustrating desperate escapes from rampant gang control in their communities.

This week brought significant changes within Haiti’s security leadership aimed at strengthening law enforcement amid persistent instability.Andre Jonas Vladimir Paraison was named interim head of the National Police; he previously managed security operations at the National Palace during President Moise’s assassination event.

“Our vigilance will be unwavering day and night,” Paraison affirmed upon assuming his role. “We are committed to safeguarding every corner of our nation.”

The police continue working closely with Kenyan officers leading a UN-backed mission deployed earlier this year; however, these joint efforts have yet to achieve sustainable peace or stability across troubled areas.

This leadership change follows Normil Rameau’s exit after just over one year marked by internal conflicts with members of Haiti’s Transitional Presidential Council-including Prime Minister Alix Didier Fils-Aime-and ongoing concerns about insufficient police funding undermining operational capacity.
